Since yesterday, several people have called and asked whether under Obama bill, would visitors be able to purchase the insurance and be covered for pre-existing conditions etc?
No. Visitors are not eligible for any of the benefits. Any provisions are not applicable to the visitors. (It would be a big deal to just take care of Americans under this bill. Imagine, visitors from all over the world coming to the US just for treatment!! There is no way.)
Even for family sponsored immigrants, the situation does not change for first 5 years.
