Insurance questions regarding trips outside the USA during visit

Hi,
My parents (both below 70) are visiting the USA for six months and have a multi-entry visa. As part of their trip, we are planning on a cruise in the Caribbean (leaving from Fort Lauderdale, Florida and touching a couple of ports like Bahamas, Netherland Antilles, British Virgin islands and finally coming back to Fort Lauderdale - totally 7 days). This trip will be sometime during their six month trip here.

I am currently leaning towards Atlas America since my dad is Ashtmatic and has BP and I wanted some sort of coverage for onset of prexisting...

A couple of insurance questions related to the cruise
1. Will the regular Atlas America (or any other insurance) cover this trip?
2. The policy states that it covers all countries except the originating country but I am not sure if this only applies to their to and fro travel to the US and not to any international trips they make as part of their visit.
Specifically,
a. Will it cover any care needed in the countries mentioned above?
b. What if any emergency evacuation (air lifting) is needed from US or International waters? Will that be covered?
c. Any other gotchas I need to be aware/careful about for this?

Atlas America will cover anywhere outside the home country, except in the following countries (as per OFAC requirements):

Cuba, Cote D'Ivoire (Ivory Coast), Iran, Iraq, Libya, North Korea, Sudan, Liberia, Zimbabwe, Sierra Leone, The Unita Faction in Angola, Syria, Angola, Burma (Myanmyar).

2. Emergency medical evacuation is to the nearest place where adequate care can be given. And Atlas America has coverage for it.

A couple of follow up questions
1. We are based in the state of WA and I notice that Atlas america covers PHCS PPO - so we should be good, right? Now, since the cruise is boarding from FL - we should be fine there since FirstHealth PPO is also covered, right?
2. How do I find out the in-network coverage places?
